Yes. The tool writes the rotation into the PDF’s page properties, so it opens correctly in Adobe Reader, Preview, browsers, and phones — for everyone, permanently.
That’s the main use case — click only the sideways page. Pages you don’t touch are left byte-for-byte as they were.
